GREEN IS IN

 

“We, the citizens of Montenegro, realize that protection of identity of the territory we are living in has become our first priority task, considering the factors that endanger conservation of nature. We realize that we are indebted to nature as the source of our well-being that inspires our culture and freedom, so we decide to dedicate ourselves to conservation of nature in the name of our own survival and the future of our children. We consider no difference between us to be as great as the changes inflicted upon our environment. The humans and their environment are a whole in their deeper sense and in the sense of their destiny. That is why the abuse of nature has always been joined by the abuse of humans. That is why, by fighting for the dignity of man, we are also obliged to fight for the dignity of nature”.

       Today, on 20th September 2006, fifteen years after signing the Declaration of Ecological State of Montenegro, starting from the undoubtable fact that Montenegro is dedicated to environmental conservation through its existentce and its Constitution, and recognizing many factors that are challenging conservation, we demand:

- That the articles of Aarhus Convention and the Law of Free Access to Information of Republic of Montenegro must be accepted and respected, and that the public, non governmental organizations and individuals should be allowed free access to information relevant for the environment;

  1.  

- That 7-10% of every operation of privatization in Montenegro should be designated to form an “Eco Fund”, and that sustainable tourism,sustainable agriculture, sustainable development programmes and environmentally safe enterprises should be stimulated and considered a priority;

- As the first Ecological State, Montenegro should increase the protected territories to a minimum of 35% of its area;
           
- That the internationally protected territories and national parks Durmitor, Biogradska gora, Prokletije, Skadarsko jezero and Lovćen should form the backbone of a “Green Belt of Montenegro”, which would, together with new protected territories, become a part of the international Dinaric Arc initiative and become the core of the Ecological State;

- That the endangered zones of special interest for tourism and scientific investigation should be pointed out (villages, boundary areas of national parks, ambiental and historical complexes, tourist centres), and that a study of influence of human activities in these areas should be urgently conveyed; plans for their revitalization should be carried out, and harmful activities should be halted in protected areas;

  1. That the outrageous logging, illegal construction, sale of natural resources and inadequate soil treatment should be halted, the corresponding legislative should be respected, and the problems of  existing environmental “black spots” should be solved as priorities of the entire society.
